Asset & Context
The FEZ Berlin is one of Europe’s largest public event and leisure centres, hosting a wide range of cultural, educational, and large-scale public events for families, children and young people.
As a high-energy-demand public asset with diverse usage profiles, the facility faced rising energy costs, ageing technical systems, and increasing pressure to reduce carbon emissions while maintaining uninterrupted operations.
The project was awarded following a Europe-wide competitive tender, requiring a long-term, performance-based solution with guaranteed economic and environmental outcomes.
Strategy & Execution
The project was implemented under a 12-year Energy Performance Contracting (EPC) model, based on a comprehensive energy audit and DSM baseline assessment.
The scope covered the development and implementation of DSM measures across energy generation, HVAC systems, lighting, drives, controls, building automation, and domestic hot water systems.
A structured profitability analysis and financing concept enabled implementation without upfront capital expenditure by the asset owner.
During the operational phase, continuous energy management, energy performance measurement, and measurement, reporting & verification (MRV) ensured transparent tracking and verification of achieved savings in line with contractual guarantees.
Outcome & Value
The project achieved 26% verified energy cost savings over the contract term and reduced CO₂ emissions by approximately 1,467 tonnes per year (–30%).
The performance-based structure transferred technical and financial risk away from the asset owner while delivering predictable savings, long-term operational efficiency, and measurable climate impact.
The project was recognised with the Green Building Partner Award, highlighting its exemplary implementation of guaranteed energy performance in a public-sector asset.
